Laws are lacking
I don't understand why we cannot as a state have proper spay and neuter laws. What is so different about us that we cannot enact a law that will decrease the over population of animals? Our shelters are over populated, rescue groups cannot handle the number of animals that are in need of care and homes. The state of our economy has caused more and more people to have to give up their pets due to loss of jobs and home foreclosures. What could be the reason that we cannot control a pet population when our neighbors to the North can? The only thing that comes to mind is that someone in our government is profiting by not enacting a law. I am going to find out the answer to this question. I am going to look at the laws of states like New Jersey and Connecticut and see how they do it. This just does not make sense.
